Your level doesn't matter if you are a skilled player. Anyway, we can see how skillful everyone is, and adjust team set-up on the fly to make the game as even matched as possible.
I think this is going to be a lot of fun =]
BTW: Runes make a huge difference. Even though they seem minor, runes and masteries give a strong early game advantage. A strong early game snowballs into a strong late game.
Example: AD Carry with 21 points in offence mastery vs ad carry with 10 points.
21 points has extra dmg, atk spd, LIFESTEAL, CRIT DMG, ArPen, and does 6% MORE dmg to a target with less then 40% health, etc.
10 points has some extra dmg, atk spd, and some ArP. No extra life steal = less sustain = more going back to base = less time in lane.
You get the idea.
