Whatever your intentions are, this is against the Terms of Service under Steam. Accounts are non-transferable. :/ Correct me if I'm wrong but try this on Steam forums and see how far you get.

I will create a New account with your Own User name and password and email then i will Activate the cd keys on it ! this is LEGAL ! I'm not transferring Already Created accounts !
