You can get rid of any games you have installed/played.
The only thing you can do is create a folder called 'rubbish' or something and put all unwanted games there. To free up disk space you can right click a game in stean and under 'local' i believe there is an option to 'clear local data'.

The only exception to the above rule are free2play games which can be deleted from your steam library.

You can only gift steam games that have been purchased through steam/steam authorised sellers or games that have been gifted to you. You can of course buy a russian key and give te actual key to a friend without using steam. I think i should also mention that you can't activate steam keys and then gift them whereer they are purchased from.
